N125 per liter: DPR threatens to sanction defaulting filling stations in Kaduna

Kaduna, March 24, 2020 (NAN) The Department of Petroleum Resources (DPR) in Kaduna, on Tuesday threatened to sanction filling stations caught adjusting meters to short change motorists, following the new pump price regime of N125 per liter.

Alhaji Adamu Garba, Head, Public Affairs unit of the Kaduna zonal operational office gave the warning after members of the DPR monitoring team paid unscheduled visit to some filling stations in Kaduna.

According to him, the DPR team has monitored compliance in the zone since the Federal Government announced the price adjustment from N145 per liter to N125 per liter.

He said all the facilities that the monitoring team had visited had so far complied and adjusted to the new price regime.

The official however, warned operators to desist from adjusting their dispensing pumps to cheat consumers by not delivering accurately or face sanction in monetary value or have their licenses suspended or withdrawn.

“The department is out to monitor the compliance of fuel stations on the decrease in petroleum pump price following the announcement by the Federal Government to cushion the effect of the economic melt-down and the down sloop of the price of crude oil at the international market.

“The team has been on surveillance since last week, and so far there has been no reported case of default, as most facilities have complied with the new price.

“Even the market forces will make petrol stations comply naturally because if station A is selling at N145 per liter and station B is selling at N125 per liter, we know everyone will patronize station B because of the reduction in price,” he said.

The official assured the public that DPR’s resolute to ensure the filling station did not tamper with meters to shortchange consumers.
Garba said that one of the department’s daily operations was to ascertain the accuracy of dispensing pumps for motorists to get value for their money.

He urged motorists to report any sharp practices in products dispensing they noticed while buying fuel.

“Though it’s difficult for non-professionals to easily notice if a pump is dispensing accurately or not, but the public should endeavour to report to the department if they suspect a filling station is not dispensing accurately.

Garba said the department would use its measuring instrument to determine the accuracy of dispensing pumps.

“Any operator found wanting or their pumps not delivering accurately will be given a punitive sanction of monetary value, have their license suspended for some months and if there are a repeater of same offence, we might withdraw your license.”

He noted that no filling station was hoarding fuel but said those not selling did not have the facility to sell to the general public.

Kaduna, Feb. 24, 2020 (NAN) A Kaduna based businessman,
Alhaji Ibrahim Gashash, has dragged the Army, including the Chief of Army Staff, General Officer Commanding 1 Division and Director General, State Security Services before the Federal High Court sitting in Kaduna, over alleged unlawful arrest and detention.
Gashash, on Monday, approached the court seeking the enforcement of his fundamental human rights, over his alleged illegal arrest by soldiers without any reason on Jan. 1, 2020.

He asked the court to declare that his arrest and detention by the respondents beyond the period prescribed by the 1999 Constitution of the Federal Republic of Nigeria (as amended) as illegal, unlawful, unconstitutional.

Gashash said the arrest was a gross violation of his fundamental rights to personal liberty as enshrined in the constitution.

The plaintiff prayed the court to order the respondents to pay him N200 million for breach of his fundamental rights.

His Counsel, Umar Magaji, told the court: “Initially, we wanted to remove the 4th respondent that is the DG DSS from the matter, we now want the matter to continue the way it was filed and that is why we did not file any application.

“We served them with hearing notice which signals that we want the matter to continue as filed and with that, we are ready to proceed with the hearing of the application seeking for the enforcement of the fundamental human rights of the applicant.”

He urged the court to grant all the reliefs of the applicant in the matter.

However, Mr Nanchang Nangwang, Counsel to the Army, Chief of Army Staff and the GOC, who are 1st, 2nd and 3rd respondents in the matter, rejected the application.

The counsel said his clients had filed a counter and written affidavit dated Feb. 6, 2020.

“We rely on all the averments contained herein and adopt the written address as our submission in the matter,” Nanvwang said, and urged the court to dismiss the application in its entirety as it lacked merit.

Justice Zainab Abubakar, has adjourned the matter till April 2, for ruling.

News Agency of Nigeria (NAN) reports that Gashash was arrested by soldiers at his residence, No. 1 Gashash Estate Kakuri in Kaduna, during which the house was searched.(NAN)

Court orders full medical care for El-Zakzaky, wife

Kaduna, Feb. 24, 2020 (NAN) A High Court in Kaduna, on Monday ordered the Correctional Center, to allow  leader of the Islamic Movement in Nigeria (IMN), Sheikh Ibrahim El-Zakzaky, and his wife, Zinat  full access to medical services before  taking their plea on April 23.

The court presided by Justice Gideon Kurada, gave the  order, after the Controller of  the Correctional Centre, Kaduna, appeared before the Court at 12:00 noon on Monday as ordered.

Kurada had earlier, ordered the  Controller to appear to explain why he refused to allow physicians to the two defendants access to them in the facility as directed by the court on Feb 6.

Justice Kurada, the trial judge, at the resumed hearing of the case on Feb. 6,  adjourned the case Feb. 24 and Feb. 25 for the defendants to appear in court and take their plea.

Femi Falana, SAN, had on Feb 6 said the defendants were not in court because “Zinat, the second defendant and wife of El-Zakzaky was ill, therefore my clients were not in court.”

The IMN leader and his wife Zinat are standing trial on allegations of culpable homicide, unlawful assembly and disruption of public peace, among other charges.

Justice Kurada had granted the defendants’ application to allow them access to their personal physicians to enable them appear in court and take their plea at the next adjournment date of Feb 24 and Feb 25.

At the resumed hearing of the case on Monday, Marshall Abubakar, also counsel to the defendants told the court that the physicians were denied access to his clients as the court had directed.

Even though Zinat was in court, however,  Abubakar requested that the court invite the controller to give reason for disobeying court order.

The request was granted and the case was stood down to allow the controller to appear before the trial judge at 12:00 noon.

Abubakar told newsmen at the resumed hearing  at 12:00 on Monday, the controller of the center appeared in court and gave reasons for refusing to allow the physicians access to his clients.

He said the court had renewed the order to the center to allow the two defendants full access to all necessary services they need for them to be fit to appear and take their plea in the next adjourned date.

On his part, the Mr Dari Bayero, lead prosecution in the suit said the court had allowed the two defendants full access to medical services so that there will be no excuses when they come to take their plea on April 23 and April 24.

Bayero said the prosecution is ready with it’s witnesses to prosecute the case in the court on that day. (NAN)
