Abuja, Dec. 13, 2022 (NAN) The Federal Government has unveiled the Universal Postal Union’s (UPU) operational readiness for e-commerce to boost operations of the postal sector.

The Minister of Communications & Digital Economy, Prof. Isa Pantami, unveiled the Universal Postal Union’s (UPU) operational readiness for e-commerce 3 and remuneration at a workshop on Tuesday in Abuja.

Pantami, who was represented by a member of the Nigeria Postal Services (NIPOST), Mr. Mainasara Abubakar, said the workshop was necessary due to the rapidly changing nature of traditional mail business.

“ The advent of digital economy as well as the navigation of consumers’ demand among multiple channels of communications are key factors changing the way the postal business is conducted.

“ These, therefore make innovation a critically important option for business survival and prosperity,” he said.

The minister said with the role of digitalization, the postal service sector as a critical infrastructure had assumed a greater dimension.

According to him, the post can contribute significantly to socio-economic development, job creation and poverty reduction, provided that postal reforms carried out by governments were based on appropriate economic analysis.

In his address, the CEO of NIPOST, Mr. Adepoju Sunday, said the workshop aimed at ensuring that African postal administrations compete with other postal outfits worldwide.

Sunday also expressed gratitude for the support NIPOST had received from both the UPU and Pan African Postal Union (PAPU) to host the workshop.

According to Sunday: “This workshop is to evaluate the operational readiness for e-commerce 3 and remuneration by African postal administrations.

“ And to establish the need to take decisions and make policies that will accelerate positive reforms toward ital readiness for e-commerce.”

He also said digitalization was changing supply chains and how customers were buying online.

“ These innovations are fostering considerable changes in posts’ strategic objectives by requiring them to reevaluate their predictability, transparency, security, and efficiency to meet new customer requirements,” Sunday said.

The representative of the D-G of UPU, Mr Amadou Amadou, said the workshop was borne out of the successful implementation of past regional operational efficiency and e-commerce projects 1 and 2.

He said the UPU would implement the operational efficiency and e-commerce project 3 during the year 2022 – 2025.

“ The aim of the project is to assist postal formations to modernize their operational processes and use available IT standardized tools and last mile delivery systems,,”Amadou said.

This, he said, was to implement operational solutions that meet regulatory and operational requirements.

“ In this context, the UPU International Bureau had developed capacity building and technical assistance projects to coordinate and improve the digital capacity and capability of the post.

“The integrated approach of these projects aims to help postal administrations modernize digital tools and implement digital solutions, which meet e-commerce requirements,” he said.

According to him, successful implementation of the project will contribute to further growth of the e-commerce market by improving their last mile delivery reliability and providing consumers with increased visibility.

“ This is achievable through message exchanges and more customer-oriented solutions.

“ The focus of the project will be on improving efficiency and e-commerce development hence the title of the project “Operational Efficiency and E-commerce Development,” he said.

NAN reports that the workshop had stakeholders in the postal sector across Africa in attendance from the International Bureau of the Universal Postal Union, among others. (NAN) (www.nannews.ng)

Postcodes implementation to boost online trade, growth

Postcodes Implementation to unlock online trade, growth

By  Tolu Aiyegbusi, News Agency of Nigeria (NAN)

Reputed to be Africa’s largest economy, with over 200 million people, Nigeria is noted to have a poor addressing system that allows only few persons receive their parcels at home especially in remote areas.

The Nigerian Postal Services (NIPOST), has been working to advance e-commerce and improve its postal system to catch up with the changing business environment and competition posed by technological advancement.

NIPOST is now set to introduce a digital postcode system where parcels and mails are properly addressed with the right postcodes thereby raising home deliveries within the next few years.

The postal agency said the new system, apart from being more accurate than traditional street addresses, was simpler than landmark-based directions, easier to remember and communicate with online.

Nigeria’s Postmaster General, Dr Ismail Adewusi , said NIPOST was pleased to collaborate with the National Population Commission (NPC), to adopt a digital addressing solution with the huge potential to unlock opportunities.

Adewusi added that the digitalised postcode system would speed up economic activities and improve the ease of doing business in Nigeria.

He also said better addressing was key to NIPOST’s agenda, which aims to transform, innovate, and deliver more services to more people all over the country.

According to him, “ NIPOST was embarking on an initiative to ensure that every street has a name and every house had a recognizable number to facilitate government operations for the community towards a digital economy.

“ This will also simplify delivery of products and services from individuals and companies when the owner of the house orders.

“ The intention is to reach out to the people everywhere, in every local government and remote areas of the country.

“ Even when an individual has a problem like a fire incident, then help would be easy to implement, because of street names, house numbers and postcodes.’’

With hundreds of parcels and couriers handled daily across the country, financial analysts say the e-commerce market is currently worth billions of dollars and there is still huge potential for growth.

Mr. Oluwatoyin Dada, A financial engineer said with improvements in infrastructure and investments in innovation around payment systems and a reliable addressing system, Postal services have a critical role in building a strong economy.

Dada added that NIPOST is equally focused on the future, and taking steps to modernise and grow their capacity and range of services in the e-commerce ecosystem.

Dada also said that the use of postcodes would reduce online fraud as there were unfaithful people who abused lack of clear addresses to commit fraud since they could not be traced.

Mr. Silvanus Tembe, who trades in clothes in Lagos is one of the many owners of online businesses that rely on day to day communication with customers in many parts of the city.

He said he has been spending a lot of money and airtime to direct a delivery person when sending a product to a destination because most customers do not have clear addresses.

“ Once postcodes are well established, a driver can deliver the product without much hassle to the home or office of the customer, hence less delivery costs,” he said.

Ms Hauwa Goro , a seller of aromatherapy products said the postcode development would simplify delivery of her products because most of her customers want it delivered to them at home.

“ Some of my customers addresses cannot be found easily making them cancel their orders and coming in person due to the nature of my products.

“ Implementing postal codes at this time will be right, that means the businesses will grow more as deliveries will become easier.

“ Delivery charges will drop, time will be saved and extra mobile costs will drop,” the businesswoman said.

She said, ”if NIPOST were to rollout digital addresses countrywide, then this would for sure help the Small and Medium Enterprises (SMEs) and boost online businesses.”

The News Agency of Nigeria (NAN) reports that postal code also known as postcode refers to a group of numbers or letters which are added to a postal address to assist the purpose of sorting mails and parcels.

The new Nigerian Postal Codes are alphanumeric; web-based and can be used on Geographic Information Systems (GIS).

The code of each region in Nigeria is captured in the postcode, while the second and third digits when combined with the first, make up the dispatch district for easy delivery of items.(NANFeatures)

NIPOST reengineered to deliver innovative services, meet modern demands

NIPOST reengineered to deliver innovative services, meet modern demands

Tolu Aiyegbusi

Abuja, Aug. 22, 2021 (NAN) The Nigerian Postal Services (NIPOST) said it had reengineered its services to meet global standards and meet modern demands expected of it from its customers.

The Postmaster General (PMG) of the federation, Dr Ismail Adewusi, stated this on Monday in Abuja in an interview with the News Agency of Nigeria (NAN).

Adewusi said in the face of declining mail volumes, NIPOST leverages its very high reputation, national coverage and trusted customer relationships to build innovative new services.

According to him, “declining physical mail volumes made NIPOST to diversify its activities to other core businesses such as parcel delivery services, financial services, government services and sale of postage stamps as instruments.’’

He added that the development of e-commerce continued to fuel the growth of parcel volumes, adding, ” therefore NIPOST needed to expand beyond mail delivery services which they offered.”

Adewusi also emphasised the role of co-operation and partnerships with other Nigerian and international agencies had played in helping NIPOST continue offering commercially viable businesses across borders.

He stated : ”NIPOST in partnership with the National Drug Law Enforcement Agency (NDLEA),situated a hard drug detecting machine for parcels at the Lagos state airport.

“Another notable partnership is  that with the National Space Research and Development Agency NASRDA) for effective postal delivery.

“ NIPOST also signed an agreement with the West African Examination Council (WAEC) to deliver certificates in Nigeria to private candidates and with the e-GATE of Egypt on digital transformation .’’

Listing a number of notable partnerships, Adewusi said the African Development Bank (AfDB) partnered with NIPOST over its agricultural programme with a view to using its facilities for storage of products.

NAN recalls that the Federal Government had earlier in the year inaugurated the Nigerian Postal Service(NIPOST) debit card, the agency’s banking platform, and 27 courier service vehicles.

The inauguration was performed by the Minister of Communications and Digital Economy, Prof. Isa Pantami, in Abuja,

According to the minister, ”the debit card and  banking platform will deepen financial inclusion, while the 27 courier service vehicles will make NIPOST and its partner, Speedaf Express, to compete favourably in the courier industry.”

Pantami had earlier promised to maximise NIPOST’s over 2,300 properties scattered across the country and put them  to good use by unbundling them into more companies. (NAN) (www.nannews.ng)

NIPOST, NPC sign MoU to digitalise postcodes

Collaboration

By Tolu Aiyegbusi

Abuja, May 12, 2022 (NAN) The Nigerian Postal Services (NIPOST) on Thursday signed a Memorandum of Understanding (MoU) with the National Population Commission (NPC) to digitalise postcodes for Nigeria.

The Director-General, NIPOST, Dr Ismail Adewusi, at the signing of the MoU in Abuja, said that the effort is aimed at transitioning the system to a digital platform to create more efficiency and functionality.

Adewusi said that NPC played critical role in ensuring a seamless roll-out of digitilised postcodes for Nigeria to enhance service delivery .

The News Agency of Nigeria (NAN) reports that postal code also known as postcode refers to a group of numbers or letters which are added to a postal address to assist the purpose of sorting mail.

Adewusi said that NPC introduced a postcode system in 1986 but recently changed the system to a digital platform to create more efficiency and functionality.

`NIPOST introduced a postcode system in 1986 to enhance mail collection, processing, distribution and delivery but the present effort is aimed at transitioning the system to a digital platform to create more efficiency and functionality.

“ Of a certainty, such advanced addressing system will promote the proper functioning of not just the postal sector,” he said.

Adewusi said that the new postcode remains a critical national infrastructure, especially in a developing country such as Nigeria, where lack of street names and property numbering hinder the ability to meet public and business expectations.

“We are not unaware of the difficulties which service providers in Nigeria face, due to the lack of an efficient addressing system in the country.

“ It is a critical infrastructure for meeting the United Nation’s Sustainable Development Goals of poverty reduction, disease control and provision of basic services such as water and electricity,” he said.

The NPC Chairman, Hon. Nasir Kwarra, said that the digital postcodes would provide a relentless drive with digital solutions to manage operations more efficiently at reduced cost.

Kwarra said that poor technology was a major challenge for managers, especially in a large and complex networked industry that delivered wide range of products and services.

“ With the cooperation and support of the National Population Commission, we embark on the process of enhancing the postcode, leveraging technology.

“In collaboration with NIPOST, we drew up entities in a manner that ensure every part of the country is effectively captured, using a systematic framework,” he said.

NAN reports that the new Nigerian Postal Codes are alphanumeric. They are web based and can be used on Geographic Information Systems.

Union seeks NASS intervention over stamp duties, fears job losses in NIPOST

NIPOST

By Tosin Kolade

Abuja, Dec. 6, 2019 (NAN) The Senior Staff Association of Statutory Corporations and Government Owned Companies (SSASCGOC), has urged the leadership of the National Assembly to wade into the brewing crises on collection of stamp duties among revenue collection agencies.

Dr Ayo Olorunfemi, General Secretary of the Union, while briefing newsmen at the National Assembly, said that more than 9,000 workers would lose their jobs with the proposed plan to take over the responsibilities of collection of stamp duties from the Nigerian Postal Services (NIPOST).

The union boss called on President Muhammadu Buhari, the Senate President and the Speaker of House of Representatives to consider and reverse any attempt to divert NIPOST’s revenue source to any other government agency.

The News Agency of Nigeria (NAN) reports that while the FIRS contends that it had the sole responsibility for the collection of all taxes and duties in the country, NIPOST is the repository of stamps and duties introduced since the colonial days.

“It is now clear that the Federal Ministry of Finance, in collaboration with the Federal Inland Revenue Service, is ready to take over the responsibility of the Nigerian Postal Services by influencing the House of Representatives to insert the collection to be their responsibility.

“Once this is done, it means NIPOST is finished; there is no form of revenue and it means that the financial inclusion programme of this government will go into extinction because it is only NIPOST that has federal presence spread across all the villages and communities in Nigeria.

“Once that is killed, it means that most of the developmental projects of the Federal Republic of Nigeria have been killed. We say no, we will not allow this to happen .

“We have had the responsibility, since colonial days, to produce stamps, sell the stamps and ensure they are used for denotation of receipts, business documents and registration in this country. and we have been doing it.”

The union noted that since Federal Government’s creation of Ministry of Communications and Digital Economy, NIPOST had moved from analogue to digital operations, and was awaiting assent from the National Assembly to change to electronic stamp productions.

“We went to the National Assembly to seek the power to change to electronic stamps, so that we can use these electronic stamps to denote our receipts, business transactions, bank transactions, etc.

“All of a sudden, because we put the analysis of financial implications, the huge revenue derivable from this project, the Federal Inland Revenue connived with the Minister of Finance to corner the process.

“There is a difference between tax collection and revenue generation; our own is for business, and we have a product we are selling; once they take it away, there will be job losses, there will be nothing for NIPOST workers to be doing.”

He noted that it was worrisome that the House of Assembly had signed the bill, allocating NIPOST’s responsibility to the Federal Inland Revenue Services, urging the Senate to halt the passage of the bill.

“We are urging the National Assembly to have a rethink and have it reverted back to continue manual and electronic production of stamps. This task is under the purview of Ministry of Communication and digital economy.”

The Secretary-General said that the organised labour would continue to strategise to protect the rights of Nigerian workers, threatening that it might force port wokers to down tools in solidarity with NIPOST workers as a trade Union under SSASCGOC.

Addressing the protesters, Acting Spokesperson of the Senate, Godiya Akwashiki, said that all issues and grievances would be captured in the amendment bill.

“The report on the appropriation bill is going on in the chamber, but because of the importance of this visit, the senate president has directed me and my colleague to come here and hear why you are here now.

“He has submitted a copy of your letter and has asked me to let you know that this bill is for amendment.

“The senate president said I should assure you that your grievances on the Amendment Bill, even though it has been passed by the Senate, but still hanging in the House of Representatives, is still within the National Assembly of Nigeria.

“Following your grievances and concern, we have discussed with the Postmaster-General and all the issues addressed have been considered in the amendment Bill.

“Even if the bill is passed, if you discover any lacuna, you can come back, we will amend it for you.”

NAN recalls that the Central Bank of Nigeria had, through a circular, directed the banks to deduct N50 for stamp duty on lodgment transactions worth N1,000 and above.

NIPOST is seeking to know where the directive leaves it, being the traditional custodian of the proceeds from stamps and thus, the stamp duty.

The FIRS, however, contends that it should superintend over the stamp duty fee collection as it had always done over other duties and taxes imposed by the Federal Government. (NAN)

NIPOST workers say will commence warning strike on Wednesday

NIPOST workers say will commence warning strike on Wednesday

NIPOST
By Tosin Kolade

Abuja, July 14, 2019 (NAN) The National Union of Postal and Telecommunications Employees (NUPTE) has given the Nigerian Postal Service (NIPOST) a notice of  three days warning strike starting from Wednesday over welfare issues.

The notice is in a memo issued jointly by the National Union of Postal and Telecommunications Employees and the Senior Staff Association of Statutory Corporation and Government Owned Companies to the management.

The memo, signed by Comrade Buba Nehemiah, President of NUPTE, and sent to the Postmaster-General, NIPOST, Mr Bisi Adegbuyi, the union stated that the strike became necessary following refusal of the agency to pay backlogs of allowances.

The union recalled that there had been several meetings between the management and the two unions over the issue without any solution.

It said it was more disheartening to note that the 2019 unpaid allowances had accumulated with the backlog of 2017 and 2018.

“We write to express our frustration and disappointment over the refusal of the management to pay up the backlogs of welfare allowances owed staff members of NIPOST.

“Our patience on this matter has been over-stretched and the staff of NIPOST can no longer bear the irreconcilable promises and counter promises without any redemption.

“To this end, the entire NIPOST workforce has mandated the two unions to Inform the management of NIPOST to pay up these arrears i.e. 2017, 2018 and 2019 rent enhancement on or before 17 July, 2019, otherwise, three (3) days warning strike will commence that day.

“In view of the foregoing, therefore, the management should take responsibility for any industrial action that may be taken in the pursuit of this demand if the three years arrears are not paid as requested before the expiration of the date (ultimatum) given above.” (NAN)

World Post Day: NIPOST Owerri holds public sensitisation campaign

NIPOST

By Victor Nwachukwu

Owerri, Oct. 9, 2018. (NAN) The Nigeria Postal Service (NIPOST), Owerri District on Tuesday held a sensitisation campaign in Owerri metropolis to enlighten the public on the post e-commerce services and their relevance to the society.

The campaign was part of activities to mark World Post Day, a day set aside by the Universal Postal Union (UPU) and its affiliate bodies for the celebration of the post and its relevance to society.

The News Agency of Nigeria (NAN) reports that staff of NIPOST, Owerri district went round the streets of Owerri, distributing tracts aimed at enlightening members of the public on the continued relevance of the post in a contemporary Nigeria.

NAN reports that most Imo residents expressed satisfaction with NIPOST for organising the campaign, while few others questioned the importance of the post in a technology driven world.

The District Manager, NIPOST Owerri, Mr Victor Edugele  provided clarification to the objective of the sensitisation campaign.

“The post is as relevant as ever. We understand that the world is technology driven, that is why we also provide services that aid e-commerce.

“The goods people buy online are sent down to them through physical means, which is the post, ‘’ he explained.

Edugele also highlighted the socioeconomic value of the post, while urging Nigerians to borrow a leaf from Japan.

“In Japan, the home of technology, the post is one of the biggest financial institutions because of its role in the physical transportation of goods and the resulting revenue generation that cannot be overemphasized and that can be the case with Nigeria,” he said.

He therefore implored the general public to be the eye of the NIPOST by freely sharing ideas that can help improve the proficiency of the post “as this will help the post to take stock and chart the way forward.”

UPU was established in 1874 in Switzerland as the start of the global communications revolution, initiating the ability to communicate to others through writing and Oct. 9 to commemorate the day. (NAN)

NIPOST generates N4 billion, spends N8 billion on salaries annually – official

NAN-H-79

NIPOST

By Mohammed Baba Busu

Lafia, March 8, 2017 (NAN) The Nigeria Postal Services (NIPOST) generates an average of N4 billion annually, but spends double that figure to pay staff salaries, according to Mr Bisi Adegbuyi, the new Post-Master General.

Adegbuyi, while addressing the outfit’s staff on Wednesday in Lafia, declared that the situation was “unacceptable”, and challenged the workers to work harder to improve on revenue generation.

“We spend about N8 billion annually on salaries and generate only N4 billion annually; we cannot survive if we continue this way.

“Everyone must double up so as to add value to the system, widen our reach and promote a digital economy,” he said.

He said that the service must create jobs and improve its contributions to the country’s GDP, while also abiding by global standards.

Adegbuyi specifically declared his intention to deploy technology to block leakage and increase NIPOST’s revenue bases, and cautioned the workers against negative and corrupt tendencies.

He told the staff that plans to sabotage the system and blow holes for financial leakages had been identified and effectively handled, and warned them against laziness and the hatching of evil plans.

The NIPOST boss, who is the first to be appointed from the private sector, assured the workers that no one would be sacked, adding that more workers would be recruited to strengthen the service.

Earlier, Mr Alex Bature, Area Postal Manager, Nasarawa territory, had enumerated the challenges faced by the office to include a dearth of vehicles and the lack of land for the construction of territorial headquarters.

Other challenges, he said, included the worsening state of the Lafia Post Office, installation of internet facility and the expiration of the office rent. (NAN)
