NSHIP disburses N272m to Bauchi health facilities

Bauchi, March 14, 2019 (NAN) Dr Adamu Muhammed, the Bauchi State Project Coordinator, Nigerian States Health Investment Project (NSHIP), says government has disbursed more than N272 million to participating health facilities across the state.
Muhammed disclosed this at a meeting of the three participating local government healthcare authorities of the Performance Based Financing (PBF) steering committee for fourth quarter 2018, in Bauchi on Thursday.
“The sum of N272,666,103 is to be shared among health facilities participating in the Additional Financing Nigeria State Health Investment Project (AF-NSHIP) from Bauchi, Dass and Katagum Local Government Areas.
Mohammed said the money disbursed was for subsidy earnings, for the fourth quarter of 2018.
According to him, Bauchi local government was paid N110,752,934; Dass N85,467,149; and Katagum N76,746,020.
He pointed out that the amount was approved after the validation of the fourth quarter invoice by the committee.
Mohammed explained that the presentations of independent verifier showed improvement in domains of outpatient, referral, antenatal care, maternity, family planning and children who complete their immunisation schedules.
“The least performing domains are growth monitoring among children 0-23 months and 23-5 years; individual psycho-social counselling and HIV mothers breastfeeding and receiving ARV.
“Unlike third quarter of 2018, where five health facilities in Katagum and Bauchi were sanctioned. This time all facilities performed well,” he said.
Responding on behalf of the three local government PHC Directors, Alhaji Bako Gamawa, commended NSHIP for the intervention.
He said the disbursement would boost health services in participating health facilities in the benefitting local government areas. (NAN)

NSHIP improves ANC, workers productivity in Bauchi – Official

Bauchi, Feb. 8, 2019 (NAN) The Bauchi State Commissioner for Health, Dr Zuwaira Ibrahim, says the intervention of World Bank, Nigeria State Health Investment Project (NSHIP) have scaled up Antenatal Care (ANC) delivery and improve health workers productivity in the state.

Ibrahim stated this in her paper presentation entitled ‘Performance Based Financing: A tool for achieving Universal Health Coverage’ at a lecture organized by the Clinical Activities Coordinating Committee (CACC) of the Abubakar Tafawa Balewa University Teaching Hospital (ATBUTH) in Bauchi on Friday.

She said the state with the intervention of NSHIP project Performance-based financing had witnessed improvement in Antenatal care attendants and health workers productivity.

“Through PBF intervention, we have been able to ensure that we have the needed staff to work in critical service areas within the health sector and pregnant women ANC attendance had been scaled up seriously.

“PBF intervention is in seven local Government areas of the  state; namely Bauchi, Dass, Katagum, Gamawa, Ningi, Misau and Toro, which covers 133 primary health cares and eight general hospitals and specialist hospital,” Ibrahim said.

“The scheme which is being practised worldwide was implemented in the state in June 2017, adding that within short time of the implementation, it improved the quantity and quality services provided especially at Primary Health Centres as more staff now avail themselves to work.

“Health personnel appreciates Performance Based Financing because it increases staff remuneration and it is a more just system because people earn more when they work more. Government finds it attractive since it helps them to improve social services, enhance efficiency and boost the health status of the population.

“Performance Based Financing expands coverage of health services for the general population and especially for the poorest and improves access to good quality health services,” she stated.

Earlier, the Chief Medical Director of the hospital, Dr Mohammed Alkali, represented by the Chairman Medical Advisory Committee (CMAC), Dr Sa’id Abubakar Kaddas, said that the purpose of organizing the lecture was to educate staff drawn from various departments and units on burning issues, adding that such event holds on regular basis in the institution.

He also stated that the main mandate of the teaching hospital are trainings, service delivery and research, assuring that the pieces of information disseminated by the staff of the different units during the interaction session would be utilized judiciously by the management for the benefit of the facility and the general public.

The News Agency of Nigeria (NAN) reports that Performance-based financing is promoted as a promising strategy for improving health service delivery and helping to reach the Millennium Development Goals one and two.

It also transfers money or material goods conditional on taking a measurable action or achieving a predetermined healthcare performance target. (NAN)

Bauchi, Dec. 8, 2018 (NAN) The Bauchi State government has sanctioned five Primary Healthcare Centres (PHC‎s) for poor performance.
Dr Adamu Muhammad, the state Project Coordinator, Nigeria State Health Investment Project (NSHIP), disclosed this at the Performance Based Financing (PBF) Steering Committee meeting for ‎the third quarter of 2018 in Bauchi on Saturday.
Muhammad said the sanctioned health facilities include Tashan Babiye, Wuntin Dada, Urban Maternity, Yuguda, and Kofar Fada PHCs in Bauchi and Katagum Local Government Areas of the state.
According to him, they were sanctioned for poor performance, poor record keeping and non-functional documentation.
He however announced that 57 PHCs in three local government areas of the state had collected more than N164,190 million under the NSHIP.
He explained that the decisions were reached separately at the third quarter meetings held at the respective local government councils.
“The local government areas that benefited include Bauchi, Dass and Katagum.
“21 health facilities in Bauchi LGA got N43.6 million, 16 facilities in Dass LGA will have N69.2, while 20 health facilities in Katagum LGA takes N51.3 million, respectively,’’ he said.
Muhammad, who was represented by Hajiya Samira Abdullahi, the state Health Care Waste NSHIP Officer, attributed the sanctions taken against some health facilities ‎to carrot and stick approach as contained in the project’s guidelines and specifications.
He noted that there was great improvement in the performances of the health care facilities compare to the second quarter of the year.
In their separate remarks, the Directors of PHCs in the three benefitting local government areas, Messrs Bako Gamawa, Sulaiman Kirfi and ‎Ali Muhammad, respectively, expressed satisfaction over the development and pledged to improve in the fourth quarter of the year. ‎
The News Agency of Nigeria reports that in the second quarter of 2018, the 57 health facilities received over N48 million with Bauchi having N4.2 million, Dass N42.2 million‎ and Katagum N2.2 million, respectively. (NAN)

Dass (Bauchi State), May 25, 2018 (NAN) The Bauchi State Commissioner for Health, Dr Zuwaira Ibrahim, says the intervention of World Bank and Nigeria States Health Investment Project (NSHIP) have improved child delivery in health facilities in the state.
‎Ibrahim announced this on Friday during a facility visit in Dass Local Government Area.
She said the collaboration with NSHIP had repackaged 16 Primary Health Care Centres (PHCs) across the state.
‎“The synergy had improved safe delivery and reduction of maternal mortality in Dass Local Government Area.
‎“Since the commencement of the project there is tremendous improvement in child delivery in the facilities.
‎“I can confidently said that child delivery in the health facilities has improved with 96 per cent against the 40-50 per cent.
‎“There is also improvement in children immunisations,’’ she said
‎According to her, as the mothers gave birth in the health facilities they are also sensitised on the importance of immunisation to children and exclusive breastfeeding.
‎“The project increase delivery and use of high impact maternal and child health interventions.
‎“It also improved quality of healthcare at selected health facilities in the local governments,” she said.
‎She said the project have made relevant change in the health indices of the state.
‎“The project also helps in removing financial barriers that have always militated against quality health services,” she said.
Ibrahim listed the benefiting PHCs as Wandi, Sabon Gari Burgel, Dot, Bajar, Pegin Doka, Yelwan Bashi, Durr, Baraza and Badel.
Others include Zumbul, Lukshi, Polchi, Dass Town Maternity, Tapardak and General Hospital Dass, according to her.
‎The commissioner said the state had again signed an MoU with the NSHIP to intervene in two Bauchi and Katagum Local Government Areas.
‎“Dass local government was chosen as the pilot project and it is successful,” she said.
The Chairman, Caretaker Committee, Dass Local Government Council, Malam Ado Maigoro, said health services have improved with the intervention of NSHIP Performance Based Financing (PBF) at health facilities.
‎“The project is social marketing which has enhanced healthcare services, provide financing to facilities.
“It has also improved attendance in areas of hospital delivery, ante-natal clinics, immunisation and other health cases,” he said.
‎The News Agency of Nigeria (NAN) recalls that the Bauchi State Government paid a counterpart fund of N46 million to 16 health facilities in Dass local government area under the World Bank/Nigerian States Health Investment Project (NSHIP). (NAN)
