2019: SGF urges APC members to bury grievances for better outing

Bauchi, Nov. 25, 2018 (NAN) The Secretary to the Government of the Federation SGF, Mr Boss Mustapha, has called on All Progressives Congress (APC) members to bury their differences and work for the success of the party in the 2019 general elections.

Mustapha made the appeal at the end of the two days APC North East Zonal meeting in Bauchi on Sunday.

He said grievance is a enemy of progress that does not allow achievements and development within the party and the nation.

“We have to work towards successful outing in forthcoming general election, so we have to forgive and forget,”he said.

The SGF noted that the reconciliation committee set up by the national body of the APC would be the best solution to solve all the crisis bedeviling the party.

Represented by the Director General, National Orientation Agency (NOA) Dr Garba Abare, he said the setting up of the committee came at a right time when the 2019 general elections is approaching.

Mustapha underscored the need for all members of the party to leave their differences and unite under one umbrella for the success of APC in the elections.

Earlier, Gov. Muhammad Abubakar, had earlier said the meeting would go a long way towards tackling its internal problems and called on those that have lost during the recent primary elections to cooperate and work in close collaboration with others for the growth and development of their various states.

Abubakar therefore called on all people of the the North East and the entire nation to do their best to ensure the success of President Muhammadu Buhari and APC in the 2019 general elections.

The APC North East Zonal Vice Chairman, Mr Mustapha Salisu, described the meeting as an avenue that would enable all members of the party to share ideas on how to win the 2019 general elections.

In his remarks, Gov. Kashim Shetima of Borno, expressed optimism that the entire people of the North East and other States of the Federation would vote for APC considering the number of developmental  projects executed by the APC administration across the country. (NAN)

Abuja, Sept. 3, 2018 (NAN) The Secretary to Government of the Federation (SGF), Mr Boss Mustapha, has inaugurated a Committee for the Establishment of National Peace Commission.
Mustapha, represented by Dr Amina Shamaki, the Permanent Secretary, Special Services Office, Office of Secretary to Government of the Federation (OSGF), stated that the committee was critical to ensuring peace in the country.
The SGF noted that there were myriads of security challenges bedevilling the country that were yet to be halted.
“The National Economic Council (NEC) at its last security summit identified ethno-religious crisis as one of the sources of insecurity, which needs to be addressed.
“It therefore recommends the need to establish a National Peace Commission (NPC) by the Federal Government and Peace Agencies.
“The members of this committee were carefully selected based on their pedigree as sustainable peace builders. The committee is expected to submit its report within three months,’’ he said.
He listed terrorism, banditry, cattle rustling, kidnapping in the North-West, farmers and herdsmen crisis in the North-Central as security challenges in Nigeria.
Mustapha also noted the secessionists’ agitations in South-East, pipeline vandalism and oil bunkering in the South-South as part of the challenges.
The SGF added that these challenges indicated that all parts of the country were engrossed in one security challenge or the other.
Mustapha therefore enjoined the committee to recommend suitable platform for resolving these avoidable conflicts and return the country to the path of peace and sustainable development.
The SGF listed the Terms of Reference of the Committee to include developing a suitable framework for establishment of a National Peace Commission (NPC) at Federal Level and Peace Agencies at the state level.
“Also the committee shall articulate the functions to be performed by both the National Peace Commission and Peace Agencies.
“Draw the administrative structures and Organogram for National Peace Commission and Peace Agencies.
“They are to recommend the legal framework for National Peace Commission and peace agencies and any other issues the committee deems relevant to accomplish the assignment,’’ he said.
Members of the committee were drawn from the Institute for Peace and Conflict Resolution, National Council of Traditional Rulers of Nigeria, Nigeria Inter-Religious Council.
Others were Office of Head of Civil Service of the Federation, Defence Headquarters, Federal Ministry of Justice, Nigeria Police Force, Department of State Services, Nigeria Security and Civil Defence Corps, National Orientation Agency and Special Services Office OSGF.
The Chairman of the Committee, Dr Bakut Tsawah Bakut, of Institute for Peace and Conflict Resolution, assured that the committee would work assiduously to carry out this national assignment and submit their report on time.
He stated that as a peace builder, the assignment was a thing of joy for him and he would put in his best to ensure success. (NAN)

Abuja, Sept. 28, 2017 (NAN) Dr Habiba Lawal, Acting Secretary to the Government of the Federation (SGF) on Thursday called for transparency in the execution of constituency projects to ensure widespread development in the country.
Lawal, represented by Mr William Alo, the Permanent Secretary, Special Duties Office of the Secretary to the Government of the Federation (OSGF), made the call at the 3rd Stakeholders Forum on Implementation of Zonal Intervention and Constituency Projects in Abuja.
The News Agency of Nigeria (NAN) reports that the stakeholders at the event included representatives from Ministries, Departments and Agencies (MDAs).
She said that the forum was organised to allow stakeholders brainstorm on mechanism that would fast track the implementation of constituency projects.
Lawal added that stakeholders would fertilise ideas on effective procedure for monitoring, evaluation and verification for payment purposes of the projects to forestall poor or non-implementation of these projects.
“Constituency projects is a noble one conceived to assist members of the National Assembly as elected representatives of the people to facilitate development of their constituencies.
“Thus, if they are executed with all amount of sincerity by the stakeholders, they would impact positively on the lives of the citizenry.
“This task may not be easy but we shall not leave any stone unturned to ensure that this dream is realised,” she said.
According to her, the MDAs are responsible for the actual implementation of these projects while the OSGF monitors, evaluate, verify implementation and authorise payments at various stages of execution.
She added that the contractors handling constituency projects would only be paid upon authorisation by the OSGF.
However, the acting SGF noted that constituency projects previously had not being properly monitored, adding that there will be a turn around because these are tax payers money that must be accounted for.
The Permanent Secretary, Special Duties, OSGF, Mr William Alo, said that his office was currently charged to oversee the implementation of zonal/constituency projects.
Alo, who was represented by Mrs Annette Asugha, the Director, Policy Implementation and Monitoring Decisions, OSGF, added that a committee has been set up to ensure adequate monitoring.
“A strong committee has been set up and has the duty to visit all project sites wherever it is located.
“Visiting the sites is a daily affair and they monitor the projects closely from conception to completion.
“When this is fine the value for money for these projects must be achieved,” he said.
He called for collaboration between the MDAs and National Assembly to effectively deliver the benefits of the projects to the citizenry. (NAN)
